Summary:

 

This course focuses on what public servants need to know about the policy development process in government and the main documents used to support the four stages.  For stage one (issue identification), the session shows how to write the key documents governments use to identify issues of public importance – environmental scans, stakeholder analyses, media analyses and house notes.  For stage two (research and analysis), the session focuses on the documents used to determine if and how issues are put onto the public agenda, namely: research plans, research reports, questionnaires and surveys, public consultation plans, and discussion papers.  For stage three (design), the session explores the range of instruments available to put policies into action and documents used to explain them – decision notes and treasury/management board submissions.  For the fourth stage (decision-making), the session explains the process by which governments make decisions between competing options and focuses on cabinet submissions and cabinet presentations.

 

Who Should Attend:

This session is designed for public servants who need a practical orientation to the policy development process in Canadian government. It is designed especially for policy professionals and non-policy experts (i.e., in finance, communications, program/service delivery, executive assistance) who contribute to policy documents.
